Peace and Harmony + Heal Party
Peace and Harmony says that it ends if the ally it's cast on casts a spell that does not target an ally.
I strongly suspect that casting Heal Party would end Peace and Harmony, but I can't test this.
Is this true?

yes. any spell that dosent specifically target ONE ally will end peace and harmony

AoE heal are "target-self", so peace and harmony used to work... but I do recall a more recent change was made to that, don't remember exactly.

September 7th:
Fixed Divine Boon, Guilt, Mark of Subversion, Peace and Harmony, Shame, and Zealot's Fire so that when they say "when casting a skill/spell that targets an ally/enemy," they only trigger on targeted skills or spells, not on untargeted ones.

Peace and harmony is really a crappy elite anyway (a quick search will explain why). If you're looking for basic energy management I would strongly advise you to use something from your secondary profession: necro (Offering of Blood) or mesmer (Energy Drain, Mantra of Recall, Drain Enchant...) or even elementalist. And if you're playing a PvE healer, Word of Healing is arguably your best option for energy management.

On the other hand, if you have neither a Necro nor a Mesmer secondary you may have to look at P&H for energy management because you don't have any other alternatives....

No, in that case you'd look at something like Signet of Devotion and Word of Healing. There's nothing that really justifies using Peace and Harmony, ever.

Mo/W can use Victory is Mine! or even something like Bonetti's defense, for energy. Mo/R can use M. resilience (I think that's right), or ferocious strike. All monks can use essence bond or balth's spirit, which are far superior to P&H. Mo/E can use glyphs + divine spirit, or ether prodigy/renewal. Mo/N can use offering of blood or well of power. Mo/Me can use a whole miriad of skills. So unless you're running a pure Mo PvP character, there really is no reason to even consider peace and harmony (even with a pure Mo, you should use balth spirit I would think). The short answer is, it is just a terrible skill, and is not worth your elite slot to use it.

P&H isn't that bad. If you've got enough DF, then you can keep it up on both you and another Monk indefinitely. If you've got it on two players, then it gives you basically the same energy/s as Offering of Blood.
